One dies of altitude sickness in Manang

 A man died of altitude sickness at Tilicho Lake in Manang.

According to the police, Saroj Adhikari of Pokhara who had gone to Manang during the Dashain vacation died due to altitude sickness after reaching the Tilicho Lake.

Adhikari was brought to Pokhara-based Manipal Teaching Hospital on Wednesday after falling sick. He breathed his last while undergoing treatment, said police.

Two drivers killed in separate accidents






Two drivers were killed in separate road accidents in Nuwakot district on Monday.
Thirty-three years old Bharat Dhungana of Baraphedi, Likhu rural municipality-1, died of electrocution while trying to lift an overhead electricity cable after his truck was about to touch it. He was driving towards Trishuli from Galchhi, carrying tin boxes, Superintendent of Police, Basanta Bahadur Kunwar, said. The accident happened at Khalte of Belkotgadhi municipality-7.

Thirty eight-year-old Dharma Raj Tharu of Birgunj, Parsa, who was critically injured after his tractor fell some 50 meters from the road while unloading sand at Chhahare, Likhu rural municipaliy-6 on Sunday, died in course of treatment at Green City Hospital in Kathmandu on Monday, the District Police Office has stated.

Nirmala rape and murder case: two police officials suspended



Kathmandu –The Police Headquarters in Kathmandu has suspended two police officials involved in the investigation into the case related to the rape and murder of Nirmala Panta of Kanchanpur.

Deputy Superintendent of Police (DSP) Harsingh Dhami and police constable Chadani Saud, who were working in the District Police Office, Kanchanpur district, have been suspended due to their gross negligence in the investigation.
They were assigned to investigate in the field in connection to the rape and murder case of teenager Panta.
13-year-old Panta of Bhimduttanagr Municipality in Kanchanpur district was raped and murdered on July 26 and her dead body was found at a sugarcane field the next day.

The suspension has come following the recommendations furnished by the probe committed formed to investigate into the rape and murder case of Panta.

Spokesperson of Police and Senior Superintendent of Police, Shailesh Thapa said that Dhami and Saud were suspended in accordance to the by rule 6 ( A) and (C) of Rule no. 115 of Nepal Police Regulations-2071 BS.

Earlier, the Ministry of Home Affairs had suspended five police officials, including then Superintendent of Police (SP) of Kanchanpur, Dilli Raj Bista, citing their mishandling of the rape and murder case and real culprit behind the crime has not been ascertained.

25 per cent raise in working journalists’ minimum wage







The government has decided to increase the minimum wage of journalists by 25 per cent.

As decided by per the Cabinet meeting held in Kathmandu today, journalists working for national media will get at least Rs Rs 24,300 a month, according to the Minister for Communications and Information Technology, Gokul Banskota.

Earlier, the minimum wage was Rs 19,500.

The new decision will come into effect from mid-October, according to the government spokesperson.

The Minister clarifies that the decision will not apply to online media for now. However, the online portals are required to announce their status as national, provincial or local, and it will decide the minimum wage they have to pay to the journalists.

Meanwhile, the Cabinet meeting appointed senior columnist and writer Krishna Murari Bhandari as the Executive Chairman of Gorkhapatra Corporation. Earlier, the meeting had accepted the resignation tendered by the Corporation’s Chairman Govinda Pokharel.

Man arrested for posting nude photo






A man has been arrested for posting nude photograph of a woman in facebook. Diwas Kamat of Janakpur sub-metropolis-10 was arrested on Saturday after the woman registered a complaint against him before police. Kamat had been chatting with the woman through a fake ID and was exerting pressure on the woman for physical relation. And when the woman denied, he made her nude photo public.

A case has been filed under cyber crime against Kamat while further investigation into the case is underway, Deputy Superintendent of Police (DSP) of Dhanusa Dipendra Shahi said.

Mobile app for blood transfusion








 A mobile application “Blood for Rolpa” has been introduced with the objective of meeting the need for blood transfusion in the district.

Eight youths of Rolpa worked together to develop the application, considering the lack of a blood bank in Rolpa.
The mobile application provides information about volunteer blood donors who can be contacted in times of crisis. So far the details of 50 blood donors have been included in the mobile application, according to campaigner Binod Dangi.
The mobile application however can be used only in an android phone. But it has already come into service, with six donors already donating blood to the needy.

The compulsion of people of Rolpa having to die due to lack of blood transfusion would hopefully end now, said Mayor of Rolpa municipality Purna KC. It comes as a huge relief as the establishment of a blood bank still seems a distant dream for the district.

Managing blood especially for delivery cases had always been a problem but now it has become a bit easier, said Medical Superintendent of District Health Office, Rolpa Prakash Budha. Otherwise, it would be the office staff or security person who would have to come to the rescue of the needy patients.

Nepal govt requires staff to promise ‘no corruption’ everyday






In a bid to control rampant corruption at government offices, the government of Nepal has made it mandatory for its staff to express a commitment against their involvement in corruption everyday, just before they begin their work.

The Office of the Prime Minister and Council of Ministers has issued a circular to all offices under the government to implement the new rule immediately, according to the OPMCM spokesperson Binod Kunwar.

A meeting led by the Chief Secretary had made a decision that all staff at any office should express their commitment against corruption everyday, Kunwar adds.

Now  onwards, the staff have to promise, “I don’t get involved in corruption. I don’t let corruption happen. I am vow to work honestly for the country and its people.”

Likewise, every office has been told to mount boards with the same statement at their premises.

22nd National Women’s Volleyball Tournament from Oct 9









The 22nd National Women’s Volleyball Tournament is scheduled to take place at Galkot in Baglung from October 9-13.
To be organized by the Nepal Volleyball Association with the assistance from Galkot Municipality and the District Volleyball Association, Baglung, the total 10 teams from all seven provinces will participate, said the district volleyball association’s President Yam Shrish.

The total expenditure to run the tournament is expected to be Rs 2 million. “The contest will help promote commercial sports as well as help boost sport tourism,” said Shrish at an event organized to inform about the competition. The participating teams will be categorized into two groups. The best 24 players will be inducted into the national team, said the volleyball association.

The winner will be given Rs 50,000 in cash, while first runner up Rs 30,000 and second runner up Rs 20,000. The best player will be handed out Rs 10,000.

Interpol president reported missing during trip to China








He left his home in Lyon, France, for a visit to his homeland, and then vanished — putting the International Criminal Police Organization, best known as Interpol, at the center of its own missing persons case.

Meng Hongwei, Interpol’s president, boarded a plane and arrived in China, according to a French judicial official. But then, nothing. His wife, who put out a call on Friday, said she hasn’t heard from her 64-year-old husband since the end of September, the official said.

To make matters murkier, Meng is not just the head of Interpol: He’s also a vice minister for public safety in China.

Interpol, based in Lyon, would say only that reports that its president is missing is “a matter for the relevant authorities in both France and China.”

France launched its own investigation on Friday morning, according to the judicial official who wasn’t authorized to speak publicly and asked for anonymity.

Whether China was taking action was unknown. But the South China Morning Post, a Hong Kong newspaper, hinted that Meng may have been the latest target of an ongoing campaign against corruption in China.

The newspaper said that upon landing last week Meng was “taken away” for questioning by what it said were “discipline authorities.” The term usually describes investigators in the ruling Communist Party who probe graft and political disloyalty. The Central Commission for Discipline Inspection, the party’s secretive internal investigation agency, had no announcements on its website about Meng and could not be reached for comment.

Meng is the first from his country to serve as Interpol’s president, a post that is largely symbolic but powerful in status and not without political weight. But because Interpol’s secretary general is responsible for the day-to-day running of the police agency’s operations, Meng’s absence may have little operational effect.

Far from being a Hollywood-style agency with agents toting weapons across the globe, Interpol is low-profile and discrete about its cases, unless it wants to talk.

The organization links up police officials of its 192 member states, who can use Interpol to disseminate their search for a fugitive, or a missing person. Only at the behest of a country does the information go public via a “red notice,” the closest thing to an international arrest warrant. “Yellow notices” are issued for missing persons.

But Interpol walks a fine line between its noble mission — facilitating international police cooperation — and the politics and policies of some of its member countries.

Meng’s appointment as president in 2016 — amid Chinese leader Xi Jinping’s sweeping anti-corruption drive — alarmed some human rights organizations, fearful it would embolden China to strike out at dissidents and refugees abroad.

Such actions would be contrary to Interpol’s mission statement: “Action is taken within the limits of existing laws in different countries and in the spirit of the Universal Declaration of Human Rights.” It adds that “intervention or activities of a political, military, religious or racial character” are prohibited.

Meng has a shiny curriculum vita, having held down various positions within China’s security establishment, including as a vice minister of public security — the national police force — since 2004. In the meantime, he served as head and deputy head of branches of the coast guard, all while holding positions at Interpol. His term in Lyon runs until 2020.

His duties in China would have put him in close proximity to former leaders, some who had fallen afoul of Xi’s campaign. He likely dealt extensively with former security chief Zhou Yongkang, now serving a life sentence for corruption.

Xi has placed a premium on getting officials and businesspeople accused of fraud and corruption to return from abroad, making Meng’s position even more sensitive.

The anti-corruption drive recently drew headlines after the disappearance three months ago of “X-Men” star Fan Bingbing, one of the country’s best-known actresses.

Her whereabouts remain unknown. But on Thursday, Chinese tax authorities spoke publicly about her disappearance public, ordering her and companies she represents to pay taxes and penalties totaling $130 million. Fan is being fined around $70 million personally for tax evasion. Still out of the public eye, she issued a statement apologizing for her actions.

China, in the midst of a weeklong holiday, offered no comment on the disappearance of Meng.

In France, there were only questions.

The French are “obviously aware of the disappearance but know nothing more at this stage,” said one diplomatic official, unauthorized to comment publicly on the matter and speaking only on condition of anonymity.

Rukum schools use digital boards






Rukum – Three community schools of Aathbiskot Municipality in Rukum district have started teaching the students through the use of digital boards. Himalaya Secondary School of Syalakhadi, Sarswati Secondary School of Gotamkot and Martyrs Memorial Namuna Secondary School of Radibazaar have commenced teaching-learning activities by using digital boards with support from the municipality.
The municipality shared that currently each class is taught on turn by turn basis adding that they system would be expanded in all class and other schools too after its effective operations. The municipality procured each digital board for Rs 360,000.
Coordinator of education unit of the municipality, Thalbir Oli, said that modern technology was used in learning activities aiming to enhance quality of education and it was started in three schools as a test for now. According to Oli, internet connectivity is ensured in the schools and the materials are surfed in the internet and are informed the students through the digital boards.


Nepal’s anti-corruption body demands authority to probe local govt, private sector’s irregularities






Nepal’s constitutional anti-corruption body, Commission for the Investigation of Abuse of Authority, has demanded that laws governing it be amended so that the Commission gets more right to control corruption.The Commission says it has been unable to intervene into many complaints that it receives due to lack of rights to investigate some issues. Therefore, the constitution as well as other related laws should be amended, the Commission demands.During a meeting of the State Affairs and Good Governance Committee of the House of Representatives on Wednesday, the Commission submitted a report, which also requests the parliamentary body to take initiatives for the amendments.
The Commission’s Secretary Maheshwar Neupane says the constitutional body is not allowed to investigate into irregularities of local governments involving staff recruitment, and handling of contracts of infrastructure development projects.

“These issues are not covered in our jurisdiction. But, we have received complaints galore,” he says.The Commission claims legal complexity has been the biggest challenge in combating corruption in the country. “Our principal challenge is controlling corruption by strengthening the responsibility, rights and roles of the Commission,” the report reads, “Effective provisions should be implemented to control corruption in the private and nongovernment sectors as well.”In another context, the Commission has demanded that the government formulate laws in order to implement the United Nations Convention against Corruption.

Drugs and alcohol at root of growing violence against women cases: Thapa



Minister for Home Affairs Ram Bahadur Thapa has vowed to launch a campaign to fight rising cases of violence against women. Speaking at programme in Biratnagar, Home Minister said that hundreds of thousands of schoolgoers and the people’s representatives will be mobilised in the course of the campaign.

Thapa held that alcoholism and drug abuse were the at the root of the problem and the government will regulate and control the alcohol business and take action against those dealing in narcotics.

He said the Nirmala Panta case has been ‘unnecessarily politicised’ although the Home Ministry has been conducting a deep investigation into the case. Stating that a high-level investigation team was sent to the incident site the day after Panta’s death, Home Minister Thapa insisted that the Ministry of Home Affairs was moving ahead seriously to book the culprits of this incident.

Five rapists get 10-year jail sentence





The District Court, Udayapur on Tuesday has sentenced a 10.5-year jail sentence to five persons for their involvement in raping a 14-year girl of Katari municipality-4, Udayapur en masse.

A single bench of district judge Tejendra Prasad Sharma issued the verdict sending five rapists to jail and recovering compensation of Rs 200,000 from them.

Four among the punished have the age in between 15-18. Preparation is being made to send an under aged (below 16) to correction centre and others to jail.

It may be noted that the five adolescents had raped the 14-year-old girl at sports ground in Katari last year.
Acting on a complaint lodged by the parents of the victim girl, the police had arrested four persons on September 2 and proceeded with the rape case. One among the five is still at large. ---

Nepali Congress student body enforces banda in Kanchanpur









Protests against the rape and murder of 13-year-old Nirmala Pant in Kanchanpur have intensified in the past few days as the authorities have failed to arrest the culprits even after two months of the crime.Men and women in the district have been organising protests in different parts of the district demanding justice for the teenager.On Tuesday, Nepal Student Union (NSU), the student wing of Nepali Congress, enforced a banda in Kanchanpur to pile pressure on the government to bring the perpetrators of Nirmala’s rape and murder to justice.The general strike turned violent as the banda enforcers vandalised the District Attorney’s Office and manhandled its employees.Yangya Raj Bhattarai, the office chief, said the banda enforcers barged into the office, roughed up four employees and vandalised a vehicle, computer and furniture.The protesters also misbehaved with local journalist Chandra Kanta Joshi who was present at the scene. Joshi’s video camera was damaged in the incident.According to Bhatta, they are preparing to file a complaint against the vandals at the District Police Office.Meanwhile, the NSU has claimed that its supporters had nothing to do with the vandalism that occurred at the attorney’s office.NSU central member Kailash Chand claimed that their protest was infiltrated by vandals who have no association with the student body.   Bhatta has said that they have identified the vandals.Vehicles in Mahendranagar and other parts of the district stayed off the road while market places and educational institution remained closed due to the banda.The protesters obstructed the vehicles by burning tyres in the streets since the early morning. Rallies demanding justice for Nirmala were also held in other parts of the country on Tuesday.



Sit-in continues

Women in Mahendranagar continued their sit-in protest at Madan Chowk on Tuesday as well. They have been protesting since Saturday to exert pressure on the government to release the investigation report on the rape and murder of Nirmala and to bring the perpetrators to justice.

The investigation report of the high level probe committee, which was submitted on September 27, has not been shared with the public yet.The protesters have accused the government of trying to hide the findings in order to protect the perpetrators.
